A programme including two schemes to raise private rental standards in the Town Centre
Selective Licensing Scheme: Requires all landlords in the designated area to obtain licences before letting residential properties. This raises standards, improves property maintenance and management, enhances neighbourhood quality, and reduces anti-social behaviour. Once operational, the scheme becomes self-funded through licence fees. This intervention resources the establishment process and necessary preparatory steps.
‘Living Over the Shops’ (LOTS) Scheme: Offers selective grant assistance to eligible property owners for renovating or repurposing vacant/under-utilised upper floor spaces into affordable residential accommodation. Converted properties will address housing need while activating unused Town Centre spaces.
