Waves of progress to Town Centre Transformation

Clacton Civic Quarter

The exciting new £30million Clacton Civic Quarter is a key regeneration initiative for the town.

Following a successful bid, £19.7m of government funding was awarded to support the redevelopment, alongside £2m from Tendring District Council and £7m from Essex County Council for the adjoining Clacton library redevelopment.

Carnarvon Terrace

Tendring District Council has been granted planning permission to transform the former Carnarvon House site and existing car park site, in Carnarvon Road, with 28 modern homes and the mixed-use civic and community space, complete with creative workspaces.

At the heart of this proposal is a commitment to unlocking the site’s potential, revitalising the public realm, and promoting pedestrian and civic connections that breathe new life into the town centre. The design aims to invert and redefine the space, making it more accessible, safe and functional for the community.

New Library and Learning Centre

This exciting project aims to create a new facility for the town’s Library and Registration Services, Adult Community Learning and for key partners we work with such as the University of Essex.

These plans are part of the overall vision for regenerating Clacton for the benefit of the local community and wider Tendring district.

A real partnership

Almost £20million of funding has been allocated for a series of exciting projects in Clacton and Jaywick Sands after Tendring District Council (TDC) entered into a Community Regeneration Partnership with the Government. 

The authority has been awarded £19.7million by the Ministry of Housing, Communities and Local Government to help regenerate the town. 

The council’s Cabinet approved a list of projects at a meeting on Friday, 20 December, 2024.

Plan for Neighbourhoods

Clacton is one of the 75 areas that will receive a share of its £1.5billion Plan for Neighbourhoods programme. 

Clacton will be given a £20 million of endowment-style funding over 10 years to invest in local people’s priorities.

An independently chaired Town Board was set up to develop a long-term plan; this plan will include a ten-year vision, and a three-year investment plan.

The board has brought together community leaders, local businesses, the community and voluntary sector, education and health services, Police Fire and Crime Commissioner Roger Hirst, and Tendring District Council (TDC), to develop a strategic vision for the town.

£250,000 to help give town a bright new look

A number of empty shops have been given a fresh look in a bid to boost the shopping experience in Clacton town centre thanks to Plan for Neighbourhoods funding.

The windows of the former Burtons men’s clothing shop and former P.G. Oxley funeral directors, in Station Road, along with QD in Rosemary Road, have all been given a revamp thanks to a project led by the Clacton Town Board and supported by Tendring District Council (TDC).

The empty shops have seen their windows wrapped in bright designs, featuring Clacton’s beach, the seafront gardens and beach huts, to improve the look of the town centre and encourage footfall.

The second wave of projects was approved by Tendring District Council’s Cabinet in early 2025. Read more in our news section.

They include £500,000 to repurpose an underused Napoleonic-era Martello Tower fort in Clacton into an events or culture venue, and £500,000 to enhance open spaces in Jaywick Sands, including new play equipment. 

The third wave of projects in 2025/6 is set to include the Active Wellbeing Centre study, the town centre building scheme and a £150,000 project for solar panels at Jaywick Sands’ Sunspot Centre. 

The fourth set of projects include the Tudor Fields walking route, £1.3million for improvements to Clacton town centre street furniture, £230,000 for upgrading and improving bus stops and shelters on bus routes and £200,000 for equipment and furniture for the skills centre in the proposed revamped Clacton Hub and library.
