This mixed-use project seeks to integrate a new 28-apartment building, a 300 space public car park contained within a landmark structure (replacing the existing High Street car park), and 1,310sqm of flexible mixed-use street level spaces that will activate the public realm as a vibrant urban hub, linked by a contemporary and cohesive design language.

The Carnarvon Terrace redevelopment, led by Tendring District Council, presents a transformative opportunity to create a vital new gateway for Clacton, enhancing connectivity between the town’s existing urban fabric and the evolving ‘Civic Quarter’. This mixed-use project seeks to integrate a new 28-apartment building, a replacement 300 space public car park contained within a landmark structure, and 1,310 sqm of flexible mixed-use street level spaces that will activate the public realm as a vibrant urban hub, linked by a contemporary and cohesive design language.

At the heart of this proposal is a commitment to unlocking the site’s potential, revitalising the public realm, and promoting pedestrian and civic connections that breathe new life into the town centre.

The design aims to invert and redefine the space, making it more accessible, safe and functional for the community; replacing the former Carnarvon House office building which used to be on part of the site.

Following a successful bid, £16.9m of government Levelling Up funding was awarded to support the redevelopment, alongside £2m from Tendring District Council (TDC), £420k from the Brownfield Land Release Fund and £390l Electric Vehicle Fund, giving a total of £19.7m.

Planning permission has been approved for the development, which is part of the wider exciting new Civic Quarter scheme in Clacton. Work is due to start on site in Winter 2025 with a 15-18 month build period.

The new homes will achieve high levels of sustainability by using modern designs and efficient new technologies, such as heat pumps, to substantially reduce energy consumption.

The plans also include a brand-new High Street car park, ensuring no loss of parking spaces from the current provision.

The plans have been shaped following extensive public engagement and consultation with key feedback highlighting the importance of improving feelings of safety on the site and the need for high-quality housing for the town centre while residents were also enthusiastic about the proposed planting, which will bring biodiversity and nature to the town centre.
