About the project

A community-based cycling scheme launched in 2021, aimed at overcoming the barriers to sustainable travel as a result of inequalities.  Eligible residents based on key criteria are able to apply for a free bike, which if used regularly, is gifted to the individual to keep free of charge!!  Wrap around support is also provided alongside the bike, including training packages to increase confidence, how to learn to ride a bike and basic bike maintenance to ensure the bikes are well looked after.  In addition, each recipient receives a free bike helmet, lock and light to ensure cycling safety when out and about.  

The programme which is still running has been a huge success in Clacton and Jaywick, with over 1,600 bikes distributed within the community, alongside 81 refurbished bikes that have been rehomed.  Together the EPP family in Clacton and Jaywick have ridden over 310,225 km which is the equivalent to riding over 7.7 times around the world and 40,573 KG of CO2 emissions have been saved!!!!  Through partnership collaboration the programme is having a positive impact on the community not only in terms of improved health and wellbeing, but green infrastructure and sustainable travel, accessing employment, training, education and key services as well as supporting residents to learn new skills through volunteering opportunities. 

The scheme was made possible through funding from central Government, under the Getting Building Fund programme, with £2.7m awarded to ECC to deliver Essex Pedal Power.  The programme is a partnership project led by ECC, in partnership with Tendring District Council, The Active Wellbeing Society (TAWS), Tendring CVST, South East Local Enterprise Partnership (SELEP) and NHS North East Essex.  

Alongside the community cycling scheme, the programme has also delivered improved cycling infrastructure between Jaywick and Clacton with upgrades to existing routes, as well as 11 new cycle parking installations within the town centre, using real time information in conjunction with community consultation. Cycling parking can now be found at key locations including the Train Station, Job Centre, Library, Clacton Leisure Centre and Clacton Coastal Academy. This is an example of showcasing inclusive data driven decision making within a local authority, informed by seldom heard cohorts of cyclists.

Phase 2 of the programme launched in April 2025 will be focussed on community development, connecting communities, skills development and supporting behaviour change to support healthy lifestyles for the future.

Essex Pedal Power was awarded the title of Best Transport Decarbonisation Project at the MJ Awards in 2024, acknowledging the tremendous effort of those in local government in Essex who are supporting local communities and promoting environmental sustainability.
